Mass-line Media Centre (MMC), a non-profit organization engaged in the development sector since 1995, works for promotion of human rights and democratic values through professionalism in media particularly journalism. Its overall objective is to remain an advocate for freedom of opinion, expression and free flow of information in the media. Access of the rural poor to relevant and affordable information is expected to be the ultimate result of MMC’s work. At present, MMC is implementing projects with the objective that the respect for human rights of women and men, democratic participation of all citizens in the political process and good governance are promoted through a pluralistic, independent and professional media sector.

Role of Media for Strengthening Local Government Institutions

Mass-line Media Centre can create a pro-active role of public in planning, implementation and evaluation of local government institutions to ensure quality public service delivery. For this, the distance between media and local government institutions should be reduced through frequent co-operation by all parties. This opinion has been expressed in a seminar titled 'The Role of Media for Strengthening Local Government Institutions'. The seminar was held on June 15, 2011 at National Press Club. Mass-line Media Centre (MMC) organized the seminar under the project titled Citizens Voice for Improved Local Public Services (CVIPS) with the support of Swiss Agency for Development and Cooperation (SDC).

The keynote paper was presented by Shamim Reza, Assistant Professor, Dept. of Mass Communication & Journalism, University of Dhaka. He mentioned that media has to create space to broadly engage public with media. Media can deliver information regarding conceptual ideas about the framework and responsibility of local government institutions, and standing committee. Poor and marginalized community is isolated from local government. National and local level media has responsibility for uplifting the situation and reducing distance between mass people and local government. Civil society has to perform a reconstructive role in this regard.Chief Guest Advocate Md. Rahmat Ali, honorable MP and Chairman, Parliamentary Standing Committee on LGRD and Cooperative Ministry said- media has a negative approach regarding local government while it might play a positive role in strengthening local government. Proper training is required for journalist about writing reports on local government.

Mahbubul Alam, Chair of the seminar and Former Adviser, Caretaker Government said that MMC has given importance on grassroots journalism from the very beginning and created many grassroots journalists. These journalists can produce reports on local governance related issues. To establish effective democracy, we have to strengthen every tire of the local government as well as the central government.

Dr. Tofail Ahmed, Local Governance Adviser, UNDP, Dhaka, said mass media of Bangladesh is keeping the local government alive since last decade. But mass media can not do everything all alone. General tendency of the media is to give importance on contemporary issues. If it would be possible to develop a material on local government through research and planning, media could be able to present news on local government according to the guideline.

Dr. Golam Rahman, Professor, Dept. of Mass Communication & Journalism, University of Dhaka informed that now-a-days the area of mass media is expanding. But reporting on public affairs are not adequate in media. He added that the role of media in strengthening local government has been very clearly presented in the keynote paper. Public will not get in touch of development unless local government and local institutions are being influenced. So, media has a special role in this context.

Md. Mokbul Ahmed, Director General, NIMCO, said in his discussion that activities of the government are reaching to the public through media. He personally proposed to allocate one percent (1%) of the annual budget of the local government institutions for media to convey messages of the local government to mass people and thus ensure transparency, and accountability.

Sohel Ibn Ali, Senior Programme Officer, Swiss Agency for Development and Cooperation (SDC), said, Media generally focuses on publishing crime, corruption and political issue based reports. The Role of local government is being presented in the media at a small scale. Media mostly covers negative news on local government. Local Government Institutions (LGIs) have taken many good initiatives for people's welfare, which needs to be covered by Media.

Grassroots and national level journalists, concerned MP, public officials from LGIs, UP members & Chairs, representatives of partner and like-minded organizations and Civil Society participated in the seminar. Through overall discussion, the participants of the seminar urged that media will play effective role and provide necessary effort for strengthening local government and for promoting positive reporting. Through these approaches of media the local government will be more aware to ensure satisfactory level of public services with active participation of mass people.
